New 99th Certified Neighborhood Council

HCNNC Bylaw changes

·         Page one: Updated  the Table Of Contents to reflect the page numbers of each Article, including formatting and grammatical changes throughout the Bylaws

·         Article I. Name and first page: Removed Los Angeles from the Neighborhood Council name. Therefore the neighborhood council name is officially known as Historic Cultural North Neighborhood Council (HCNNC)

·         Article V, Section 1 Composition and Attachment B: Changed At-large youth representative seat to 15-20 not 16-20

·         Article V, Section 6: Regarding  Vacancies clause

o   Removed the community caucus because a meeting of the Chinatown community caucus will be in violation of serial communication (Geographical area of Chinatown board seats are more than majority of quorum)

o   The chair will place candidates on the agenda. Removed Secretary from this sentence.

o   Majority vote

·         Article V, Section 9, Subsection A,B,C &D: Regarding Certified mail, included  “with address on record with the Department” (Therefore, it is recommended that records of addresses are current on Department rosters)

·         Article V, Section 11, Regarding Community Outreach, the  5 physical locations have been removed and recommended to be placed into the Standing Rules

·         Article VI Officers, Section 2, regarding Treasurer duties and powers- MERs will not be sent to the Department, but to the Office of the City Clerk.

·         Article VIII, Section 2 regarding Agenda Setting, the chair shall set the agenda for each HCNNC meeting. Removed the word ‘Regular’. This gives the flexibility and clarity that the Chair will set the agenda for Regular and Special meetings.

·         Article VIII, Section 1, Subsection B regarding Special meeting – removed ‘by vote of one half (1/2) of the Board. The Chair and majority of the board may call a Special meeting.

·         Article VIII, Section 3 regarding Notification/postings – included Article V, Section 11 about Community Outreach in this section.

·         Article IX Finances - Submit all documents to Office of the City Clerk, not to the Department.

·         Included Attachment A: HCNNC map provided by the Office of the City Clerk – No longer numbers in front of the different neighborhoods. In addition, changed from Historic Cultural to Historic Cultural North.

When you bring additional fields into a conversion, Quickbase often finds inconsistencies. For example, say you're converting your Companies column into its own table. One company, Acme Corporation, has offices in New York, Dallas and Portland. So, when you add the City column to the conversion, Quickbase finds three different locations for Acme. A single value in the column you're converting can only match one value in any additional field. Quickbase needs you to clean up the extra cities before it can create your new table. To do so, you have one of two choices:

  • If you want to create three separate Acme records (Acme-New York, Acme-Dallas and Acme-Portland) click the Conform link at the top of the column.
  • If the dissimilar entries are mistakes (say Acme only has one office in New York and the other locations are data-entry errors) go back into your table and correct the inconsistencies—in this case, changing all locations to New York. Then try the conversion again.
