A Grievance must be filed within 30 days from the date of the event giving rise to the Grievance.  Any Grievance alleging a violation relating to Neighborhood Council funding must be filed within 90 calendar days of the date the expenditure is made.
On January 11, the LA32NC took official actions and passed 2 motions regarding elections (Item#7 $10,000; Item#8 $4549.51).  Each motion had an attached itemized budget which identified vendors, amounts for specific services.  The Treasurer, then, uniliaterally (without board approval) changed vendors, services, and amounts that the board voted for. 

The President sent an email to me indicating that the Treasurer has this authority to make unilateral decisions to line items on budgets approved by the general board.

LA32NC Boardmembers have indicated that the Treasurer has made verbal statements that she does NOT need board approval to change amounts / vendors / services.

Attached are two receipts where vendors and amounts were changed without board approval.  I do not know how many other vendors, amounts, services have been changed.

Violation #1
The attachment to the agenda stated:  15,000 postcards by Jeremy Espinoza for $495
The attached receipt shows that Charlies printing was paid over $1100 for the postcards.

Violation #2
The attachment to the January 11 agenda stated: 10 banners by Community Beacon for $550
The attached receipt shows Charlie’s printing was paid $507 for 7 banners

According to the President's attached email, this practice of changing vendors / amounts / services (the board has voted on), to vendors / amounts / service (the board has NOT approved) is the norm.

The Treasurer has repeatedly and unilaterally made budget changes that contradict the official actions of the board.  Each of these repeated actions contradict the city charter and the stated reason for the creation of neighborhood councils to encourage civic engagement, community participation and decision making, and neighborhood empower.

The Treasure should know they are required to make a recommendation to the board to revise the amounts / vendors / services and allow the board and public to weigh in on how the public's money should be spent.  

This practice disregards the position /vote by the board at a public meeting, disregards the Brown Act, and laws which govern how public money is spent by an elected body.

The Treasurer is making these unilateral decisions with the consent of the President.
I have asked for written documentation of a policy that allows this practice (March 26th) and as of this date, I have not received any. 

This repeated practice has become the norm in LA32NC and as a result it has disenfrachised  and disempowered the board and it has disenfranchised and disempowered the 45,000+ stakeholders, the

When you bring additional fields into a conversion, Quickbase often finds inconsistencies. For example, say you're converting your Companies column into its own table. One company, Acme Corporation, has offices in New York, Dallas and Portland. So, when you add the City column to the conversion, Quickbase finds three different locations for Acme. A single value in the column you're converting can only match one value in any additional field. Quickbase needs you to clean up the extra cities before it can create your new table. To do so, you have one of two choices:

  • If you want to create three separate Acme records (Acme-New York, Acme-Dallas and Acme-Portland) click the Conform link at the top of the column.
  • If the dissimilar entries are mistakes (say Acme only has one office in New York and the other locations are data-entry errors) go back into your table and correct the inconsistencies—in this case, changing all locations to New York. Then try the conversion again.
