A Grievance must be filed within 30 days from the date of the event giving rise to the Grievance.  Any Grievance alleging a violation relating to Neighborhood Council funding must be filed within 90 calendar days of the date the expenditure is made.
This grievance is being filed against DLANC because it has formed and runs a subsidiary group named ‘DLANC Town Square’ which is defined as a meeting according to the Brown Act.  The records of this meeting belong to the public because this is a city meeting.  Any use of this meeting to promote, coordinate or influence an election should be sanctioned.  

Neighborhood councils are not supposed to restrict input from the community to a closed group of 44 which includes at least some, but at this time an unknown number it’s own 27 members.  Such a group has the potential to cause a legislative monopoly where the public’s interests are violated.  This calls into question all votes made that were influenced by this group.

Due to the imminent DLANC election, any members of this group who run for a neighborhood council seat should be barred for unethical behaviour.  The reason is noncompliance with the Brown act and holding meetings without public disclosure.

SUBSIDIARY BODIES: Includes boards or commissions of a local government agency 54952(b) Ch. II as well as standing committees of a legislative body.  A standing committee has continuing subject matter jurisdiction or a meeting schedule set by its parent body.  Less-than-aquorum advisory committees, other than standing committees,are exempt.

DLANC Town Square meets the definition of a ‘meeting’. All records of this meeting should be a public record.
Any gathering of a quorum of a legislative body to discuss or 54952.2 Ch. III transact business under the body’s jurisdiction; serial meetings are prohibited. 

It’s own description qualifies this group as a ‘meeting’ with quorum.

DLANC exists for the public good and cannot exclude the public from meetings.  I request that DLANC Town Hall be made public and all records of this meeting group be published like any other meeting.  I also request that all participating DLANC members be retrained before they are allowed to vote or run for office.

When you bring additional fields into a conversion, Quickbase often finds inconsistencies. For example, say you're converting your Companies column into its own table. One company, Acme Corporation, has offices in New York, Dallas and Portland. So, when you add the City column to the conversion, Quickbase finds three different locations for Acme. A single value in the column you're converting can only match one value in any additional field. Quickbase needs you to clean up the extra cities before it can create your new table. To do so, you have one of two choices:

  • If you want to create three separate Acme records (Acme-New York, Acme-Dallas and Acme-Portland) click the Conform link at the top of the column.
  • If the dissimilar entries are mistakes (say Acme only has one office in New York and the other locations are data-entry errors) go back into your table and correct the inconsistencies—in this case, changing all locations to New York. Then try the conversion again.
