A Grievance must be filed within 30 days from the date of the event giving rise to the Grievance.  Any Grievance alleging a violation relating to Neighborhood Council funding must be filed within 90 calendar days of the date the expenditure is made.
The Wilmington Neighborhood Council had on their agenda to fill vacancies for a worker and residential seat.

There was a motion to appoint the residential applicant. The motion was seconded and the motion failed. This was a legal vote that was in order according to the rules adopted in the council bylaws under Article XII.

The council then filled out a ballot and wrote down votes for the two seats, the residential and worker seat. Although the votes were announced by voice once the ballots were collected, the public was not told that they could examine the ballots. This was a secret ballot since the public was not explicitly told they could view the ballots. Secret ballots are prohibited by the Brown Act.

The appointment of candidates by ballot was illegal and out of order because there was no motion, no second and it contradicts the first failed motion to appoint the candidate. 

A board member made a motion to take up an item out of order that was on the agenda. The motion was seconded. The public became vocal, so the chair called for a recess without a vote despite an objection by a board member. The recess was illegal, out of order and against Article XII of the council bylaws.

When you bring additional fields into a conversion, Quickbase often finds inconsistencies. For example, say you're converting your Companies column into its own table. One company, Acme Corporation, has offices in New York, Dallas and Portland. So, when you add the City column to the conversion, Quickbase finds three different locations for Acme. A single value in the column you're converting can only match one value in any additional field. Quickbase needs you to clean up the extra cities before it can create your new table. To do so, you have one of two choices:

  • If you want to create three separate Acme records (Acme-New York, Acme-Dallas and Acme-Portland) click the Conform link at the top of the column.
  • If the dissimilar entries are mistakes (say Acme only has one office in New York and the other locations are data-entry errors) go back into your table and correct the inconsistencies—in this case, changing all locations to New York. Then try the conversion again.
