A Grievance must be filed within 30 days from the date of the event giving rise to the Grievance.  Any Grievance alleging a violation relating to Neighborhood Council funding must be filed within 90 calendar days of the date the expenditure is made.
SLNC By-Laws Article IV (“Stakeholder”)
SLNC By-Laws Article V, Section 9[A][5]
SLNC By-Laws Article IV defines a "Stakeholder" as "those who live, work or own real property in the neighborhood." To my knowledge, At-Large Representative Jerome Courshon no longer resides within the Silver Lake Neighborhood Council (SLNC) boundaries, as defined by the Department of Neighborhood Empowerment (DONE). In fact, it has come to my attention that Mr. Courshon resides in one of the Westside communities of Santa Monica or Venice Beach. As Mr. Courshon's candidacy was declared as a result of his residency, specifically, and his election took place under those pretenses, his service must be predicated on him maintaining residence within the SLNC boundaries. As he no longer resides here, the remedy specified in the SLNC By-Laws Article V, Section 9[A][5} is removal for the offense "No longer a Stakeholder." 

This Grievance further should not be taken out of context of the ethical, equitable and administrative precepts that govern elected office. Inclusive in this complaint are all violations of administrative and common law that apply when a representative official seeks to maintain commission when they are no longer representing their constituency. FURTHER, it is requested that judicial notice be taken of recent convictions of former Los Angeles City Councilman Richard Alarcon on perjury and fraud charges for misrepresenting domicile in elective capacity.

It comes to my attention, by both information and belief, that At-Large Representative Jerome Courshon is no longer a resident nor maintains any ongoing business interests in Silver Lake yet remains seated on the SLNC Board. As Mr. Courshon no longer meets requirements for Neighborhood Council membership per SLNC By-Laws Article IV (“Stakeholder”), I request the Board remove Mr. Courshon from his leadership position as it is rendered illegitimate. Remedy of removal from the SLNC Board is espoused in SLNC By-Laws Article V, Section 9[A][5].

When you bring additional fields into a conversion, Quickbase often finds inconsistencies. For example, say you're converting your Companies column into its own table. One company, Acme Corporation, has offices in New York, Dallas and Portland. So, when you add the City column to the conversion, Quickbase finds three different locations for Acme. A single value in the column you're converting can only match one value in any additional field. Quickbase needs you to clean up the extra cities before it can create your new table. To do so, you have one of two choices:

  • If you want to create three separate Acme records (Acme-New York, Acme-Dallas and Acme-Portland) click the Conform link at the top of the column.
  • If the dissimilar entries are mistakes (say Acme only has one office in New York and the other locations are data-entry errors) go back into your table and correct the inconsistencies—in this case, changing all locations to New York. Then try the conversion again.
