A Grievance must be filed within 30 days from the date of the event giving rise to the Grievance. Any Grievance alleging a violation relating to Neighborhood Council funding must be filed within 90 calendar days of the date the expenditure is made.

Working in concert with various LFNC Officers and regular Governing Boardmembers, a sub committee failed to follow the City's policy requiring neighborhood councils to adhere to the Ralph M. Brown Act. The committee met on a number of occasions, created workgroups, and created work product without properly noticing the public, where this neighborhood council itself is normally diligent on posting and distributing its agendas and materials for all other committee. Working to create what was described as a "manifesto" on "affordable housing," for eventual LFNC Governing Board adoption, they intentionally chose to exclude members of the public who may not have agreed with their predispositions. Members of other committees of the neighborhood council were not aware of this committee's existence.

With this committee operating in secret, and various Governing Boardmembers (who were also "committee members") aided and abetted this activity by violating various council Bylaws and Rules to deceptively conceal the committee's activities from the public.

9) Initiation of de-certification process or process to declare board seats vacant.

Numerous individuals, many sworn public officials, appear to intentionally conspire to deceive the public to obtain their own ends through the official advisory nature of neighborhood council. Their actions must be examined and reviewed in an open public forum to prove whether or not they violated both the law and the public trust.
