ARTICLE II PURPOSE Principles of Governance - The purpose of the Council is to participate as a body on issues concerning our neighborhood and regarding the governance of the City of Los Angeles (“City”) in a transparent, inclusive, collaborative, accountable and viable manner.
A. The MISSION of the Council is: 1. To act as A forum for discussion and review of community issues and projects 2. To monitor the delivery of City services in the North Hollywood Northeast Neighborhood Council geographic area; 3. To work with other organizations in North Hollywood and the surrounding areas which want to help accomplish their objectives or projects, and which the North Hollywood Northeast Neighborhood Council desires to support that benefit the Council; and 4. Will Committee Meetings Of Neighborhood Councils Be Subject To The Brown Act?

Committee meetings of your neighborhood council may also be subject to the notice and agenda requirements of the Act. Standing committees, which are committees that have a continuing jurisdiction over a particular subject matter, are subject to the Act, even if the committee comprises less than a majority of board members or includes or is made up of only stakeholders from your neighborhood council. If your bylaws have created several standing committees, these will be subject to the provisions of the Act.

Ad hoc, or temporary committees created by your neighborhood council, are normally not subject to the Brown Act. Generally, a temporary committee is designed to address a specific issue for a limited time. As long as the committee is made up of only less than a majority of your neighborhood council board members and the committee is of a temporary nature, the committee will not have to meet in public, nor comply with the other provisions of the Act. However, if you include any non-board member on a temporary committee, the Brown Act provisions will apply.

However, standing committees, and temporary committees that are subject to the provisions of the Act, do not need to establish a regular time and place for their meetings.

History Of Neighborhood Councils

The system of neighborhood councils was created when the City of Los Angeles embarked on what has come to be known as “Charter Reform.” In June of 1999, an amended Charter was submitted to the voters of the City of Los Angeles for adoption. That Charter was adopted and become operative on July 1, 2000. For the first time in the City’s history, a citywide system of neighborhood councils and a Department of Neighborhood Empowerment was created, which was designed to “promote more citizen participation in government and make government more responsive to local needs. . . .” Charter § 900.

The North Hollywood North East neighborhood council board, as a body, knowingly allowed non compliance with Article I Goals and Objectives of the Neighborhood Council System, Article VIII Early Notification System of the Plan for the Citywide System of Neighborhood Councils, nhnenc Bylaws and the Brown Act, by not holding standing committee meetings, not posting committee meetings, while taking action and expending Los Angeles City taxpayer Funds, violating the Spirit and Letter of the Plan for the Citywide System of Neighborhood Councils, nhnenc Bylaws and the Brown Act.

North Hollywood North East neighborhood council stakeholders were subjected to Grievous Harm by their council board, as a body, being negligent and not compliant with Article I Goals and Objectives of the Neighborhood Council System, Article VIII Early Notification System of the Plan for the Citywide System of Neighborhood Councils, nhnenc Bylaws and the Brown Act, by failing to hold or post committee meetings for stakeholders to engage the greater community to thwart dislocation that stems from gentrification and real estate speculation, to stop degradation of the quality of life, to stop political corruption and to ensure provision of City services.

Not appearing on https://ens.lacity.org/ensnc/ens_northhollywoodnortheastnc_agenda.htm and/or the neighborhood council email http://mbox.nhnenc.org/ were notices of any standing committee meetings, except for General Board, Executive, and Youth and Minority Development Committees, being held over the course of the past six (6) months.

Except for General Board and Executive Meetings, no meeting agenda notice was broadcast by Early Notification System (ENS). 

The Land Use standing committee meeting, held six (6) months ago to one (1) year ago, was noticed, but was not picked up by ENS, ignoring the request made in the board email, that the notice be broadcast by ENS.

No standing committee meeting was held, except for exceptions as cited above, nor was any notice picked up by ENS since 9-24-2014, 3 years and 7 months ago, except for only Executive Board and General Board meetings.

Standing Committees of nhnenc are: Executive,  Budget and Finance, Outreach and Community Development, Planning and Land Use Committee, Elections, Youth and Minority Development, Bylaws and Rules.

The alleged violations showing virtually no other active committee meetings besides the Executive, Youth and Minority Development and General Meetings, over the past six (6) months, paint a picture of a non-functional neighborhood council, by failing to advocate on behalf of all stakeholders, as provided for in the Plan for the Citywide System of Neighborhood Councils, APPROVED MAY 30, 2001, AMENDED November 8, 2002; May 20, 2005; October 25, 2006; February 20, 2008; August 6, 2008; February 20, 2009; March 5, 2010; September 17, 2013; December 18, 2013; Article I Goals and Objectives of the Neighborhood Council System, Article VIII Early Notification System.

The alleged violations show a failure by nhnenc Board of adhering to Charter § 900, to: "promote more citizen participation in government and make government more responsive to local needs. . . .”

Alleged violations of a serious deficit of committee meetings being held or noticed, exhibit a failure of benefits and services being rendered to stakeholders, running contrary to provisions under the mission outlined in Plan for the Citywide System of Neighborhood Councils, collectively and individually, resulting in: 
1) neglect by board members of mission,
2) a need by stakeholders deserving restorative and immediate actions,
3) stakeholder needs to not be subjected to further neglect of mission,
4) mediation needed in a public venue to engage the Board and stakeholders,
5) the need to resuscitate council functions with immediate training,
6) the need to spend funding with all stakeholders in mind and given voice,
7) a need for a period of time of a consent decree, to insure righting the neglect of stakeholders,
8) the need for offering the opportunity for disgruntled, disinterested board members to resign,
9) the need to make neighborhood outreach to fill vacant board seats.

When you bring additional fields into a conversion, Quickbase often finds inconsistencies. For example, say you're converting your Companies column into its own table. One company, Acme Corporation, has offices in New York, Dallas and Portland. So, when you add the City column to the conversion, Quickbase finds three different locations for Acme. A single value in the column you're converting can only match one value in any additional field. Quickbase needs you to clean up the extra cities before it can create your new table. To do so, you have one of two choices:

  • If you want to create three separate Acme records (Acme-New York, Acme-Dallas and Acme-Portland) click the Conform link at the top of the column.
  • If the dissimilar entries are mistakes (say Acme only has one office in New York and the other locations are data-entry errors) go back into your table and correct the inconsistencies—in this case, changing all locations to New York. Then try the conversion again.
