A Grievance must be filed within 30 days from the date of the event giving rise to the Grievance.  Any Grievance alleging a violation relating to Neighborhood Council funding must be filed within 90 calendar days of the date the expenditure is made.
At the September 12, 2017 meeting of the board of the Mar Vista Community Council board, the board considered three motions (items 13(m)-(o) on the September 2017 agenda) that would each reverse the decision of the July 11th decision of the Board. The July 11th board decision resoundingly defeated, in an 8-3 vote, a motion (item 6.c.i. on the July 2017 agenda) for "Restoration of 3rd Lane on Venice Boulevard." The board decision was made after extensive community input. 

Each of the three motions considered at the September 2017 board meeting were placed on the agenda in a highly irregular manner.

For example, the transportation and infrastructure committee ("T&I") meeting at which the motions were first considered was held without sending the agenda to the subscription list and giving stakeholders 72 hours’ notice. 

Item 13.m. was passed at that T&I meeting. But given that only the constituency that drafted the motion knew about the meeting prior to 10:30pm the night before the T&I meeting, passage of that motion was pretty much guaranteed. 

item 13.n. was a "director’s motion" placed by a newly appointed director (Elliot Hanna) who apparently did not like the decision made by the Board on July 11th. If a new director is free to submit a "director's motion" simply because he/she did not like the prior vote of his fellow directors, it makes a mockery of the work of the Community Council.

Item 13.o was on the T&I agenda. I am informed (because I did not attend the T&I meeting) that the motion was tabled as the consensus was that it needed more work. Nonetheless, it was placed on the September board agenda as a "directors motion" by the chair of T&I (Ken Alpern), who is also a director and was on the losing side of the July vote. Placing the motion on the agenda in this matter completely undermines the purpose of committees and the structure of the Community Council. Again, it makes a mockery of the work of the Community Council if a director, dissatisfied with the vote of his fellow directors, repeatedly re-introduces a defeated motion in the hope that, next time, the board will vote his way.

Tonight, T&I will once again consider another motion to "reverse the lane reduction component on Venice Boulevard and restore the six-lane configuration" (item 7.a.4). It will likely pass and thus will likely be on the board's October agenda, for the third time in as many months. 

The attempt by a minority faction of the board (who also happen to chair the T&I committee) to repeatedly attempt to reverse the prior vote of the board is causing the community to lose confidence in the integrity of the Mar Vista Community Council.
Bylaws, Article VIII, Section 3: "The agenda and notice of Board Meetings shall be publicly posted at least seventy-two (72) hours prior to the meeting."

Standing Rules, Section 2.6 "All standing and ad hoc committees must: ... b. Create a properly posted agenda for each regular meeting at least 72 hours prior to the start of the meeting. The agenda must be posted on the MVCC website, and emailed to the MVCC Board of Directors and all subscribers to the Committee’s newsletters, and posted at public locations designated by the Board of Directors."

The T&I Committee violated the bylaws and rules by failing to properly notice its meeting to "all subscribers to the Committee’s newsletters" at least 72 hours before the September meeting.

When you bring additional fields into a conversion, Quickbase often finds inconsistencies. For example, say you're converting your Companies column into its own table. One company, Acme Corporation, has offices in New York, Dallas and Portland. So, when you add the City column to the conversion, Quickbase finds three different locations for Acme. A single value in the column you're converting can only match one value in any additional field. Quickbase needs you to clean up the extra cities before it can create your new table. To do so, you have one of two choices:

  • If you want to create three separate Acme records (Acme-New York, Acme-Dallas and Acme-Portland) click the Conform link at the top of the column.
  • If the dissimilar entries are mistakes (say Acme only has one office in New York and the other locations are data-entry errors) go back into your table and correct the inconsistencies—in this case, changing all locations to New York. Then try the conversion again.
