The SCNC Board was in violation of the BONC Code of Conduct Resolution Policy Number 2014-2(1), Paragraphs 3 and 5; and the SCNC Bylaws Article XIV, Paragraph 1 and Section 1: Code of Civility.

will substantiate, I was constantly interrupted and heckled during my public comments on Agenda Item 7, by both SCNC board members and the audience. There was a concerted attempt to intimidate me and shut down my testimony as it related to possible eligibility issues regarding certain board members and the subject under discussion. The President made no effort to stop this egregious behavior directed at me. Even another individual known as Wayne of Encino, was allowed to make comments uninterrupted as he dropped one "f" bomb after another. He was treated with more respect that I was.
Stakeholders were allowed 2 minutes to speak, with many going over the allotted time by as much as 2 minutes. Since their position was in concert with the predetermined position of the board members, they were not interrupted and were allowed to continue long after the buzzer rang. I, on the other hand, was treated differently and with all the interuptions was not able to give continuous testimony. In spite of that, I was nearly finished when the buzzer rang and unlike the other stakeholders, I was told I'd run out of time. Refusing to be silenced, I continued over several voiced objections and shouts.
I will also be filing Brown Act violations with the Los Angeles County District Attorney as I understand that a Brown Act violation is not in the purview of the Neighborhood Council grievance process.
