A Grievance must be filed within 30 days from the date of the event giving rise to the Grievance.  Any Grievance alleging a violation relating to Neighborhood Council funding must be filed within 90 calendar days of the date the expenditure is made.
Repeated Ethics and Brown Act Violations.
Brown Act Violations for Serial Meetings

On August 8th 2017, The Central San Pedro Neighborhood Council held elections during the regularly scheduled meeting to fill vacant board seats.

It is important to note that this Council has been in exhaustive measures for several months. During this time, there have been numerous instances of continued Code of Conduct violations by the very same Board Members that this complaint is addressing. 

Last night, I, as well as other Council members and the attending audience were witness to a travesty. Evidence suggests that Serial Meetings and Communications had occurred in violation of the Brown Act.
The Brown Act prohibits Neighborhood Council board members and committee members from engaging in any form of communication among one another outside of a public meeting that leads to a majority developing a concurrence on an action to be taken. The Brown Act states "any use of direct communication, personal intermediaries, or technological devices that is employed by a majority of the members of the legislative body to develop a concurrence as to action to be taken on an item by members of the legislative body is prohibited." (Gov. Code § 54952.2.) 
These serial communications obviously involved a series of communiques through either verbal, written, or electronic means that were intended to establish a voting consensus of the members of this group in order to subvert the open and transparent selection of the best candidates for the open Board positions that were being filled this night. 
I cite the following:   

Certain Candidates were advised by the sitting treasurer, Danial Sandoval to complete their Ethics and other related Board requirements in order to allowing voting if elected – they were!  She did not make any other announcement to all eligible candidates, thus showing bias and pre-planning. 

A pre- prepared acceptance speech by Christian Guzman for his selection as new Board President was read. How did he divine his appointment?

Voting by: DONALD GALAZ, CHRISTIAN GUZMAN, DANIELLE SANDOVAL, MICHAEL KOTH, MICHAEL COLLINS, JOSE GUERRERO and ALEXANDER HALL that were consistent with a “party” political agenda. Candidates were selected to support “their” candidates in order to gain a voting majority of the Board. This is also supported by the fact that there were numerous qualified candidates with a wealth of experience in City ministrations as well as past service in the NC System that were ignored and individuals with no prior experience were selected. The voting also was consistent with each of these members==.

Selection of James Allen, who was previously the sworn enemy of these very same Board Members which is highly questionable. Mr. Allen has had numerous Code of Conduct violations and sexual harassment charges leveled against him by serving Board members over the past years. He should be deemed unfit to serve. At best should be disqualified as he is incapable of non-bias decisions being the Publisher of the Random Lengths Newspaper. Every meeting he distributes his newspapers in the meeting location in an obvious attempt of self-promotion. 

Voting for previous Minutes approval was conducted by DANIELLE SANDOVAL, MICHAEL KOTH, and JOSE GUERRERO, MICHAEL COLLINS, and DONALD GALAZ were illegally performed as they were NOT in attendance in the meetings they were voting to approve.

In that the recent ministration being performed by the DONE seem to have had no effect on the conduct of the very same Board that had placed this Council into exhaustive measures, I request that the actions taken by the Board last night be set aside and that all appointments made to the Board vacancies be rendered null and void. 

Additionally, the members that were selected should be made ineligible due to the taint of cronyism, thus rending them biased and incapable of representing the stakeholders of this district.    

If remedies are not obtainable this then I recommend that the Central San Pedro Neighborhood Council be decertified and that the territory be split between the Costal and the North-West Neighborhood Councils.

When you bring additional fields into a conversion, Quickbase often finds inconsistencies. For example, say you're converting your Companies column into its own table. One company, Acme Corporation, has offices in New York, Dallas and Portland. So, when you add the City column to the conversion, Quickbase finds three different locations for Acme. A single value in the column you're converting can only match one value in any additional field. Quickbase needs you to clean up the extra cities before it can create your new table. To do so, you have one of two choices:

  • If you want to create three separate Acme records (Acme-New York, Acme-Dallas and Acme-Portland) click the Conform link at the top of the column.
  • If the dissimilar entries are mistakes (say Acme only has one office in New York and the other locations are data-entry errors) go back into your table and correct the inconsistencies—in this case, changing all locations to New York. Then try the conversion again.
