The Code of Civility, Item 9 states that Commissioners will learn applicable laws and policies. Debbie Wehbe has demonstrated that she has not learned the Brown Act or Rosenberg's Rules of Order.

A Grievance must be filed within 30 days from the date of the event giving rise to the Grievance.  Any Grievance alleging a violation relating to Neighborhood Council funding must be filed within 90 calendar days of the date the expenditure is made.
In the week leading up to a special meeting of Central Hollywood NC’s PLUM Committee, Commissioner Debbie Wehbe continually attempted to interfere with the Committee’s activities and exert unwelcome and undue influence in the creation of the meeting’s agenda. She improperly and inaccurately labeled the Committee’s long-standing agenda format “not legal” in an attempt to create an agenda that reflected her personal goals for the meeting. She then took it upon herself to write the agenda for the meeting (even though the Committee's Secretary was more than capable of doing so) and sent it to the Chairman and the Secretary (and Ms. Wehbe's husband, who is on the Committee). See email, attached below.

Also attached below are emails of Ms. Wehbe attempting to dictate what the parameters of the meeting will be, her final - and incorrect - version of the agenda, and the Secretary's original agenda which Ms. Wehbe declared "not legal".
According to the Brown Act (California Government Code section 54954.3[a]), agendas must offer an opportunity for the public to address the body before or during the body’s consideration of that item. Throughout her continued interference, Ms. Wehbe has continued to advocate for public comment on the main item to be listed on the agenda as a separate item. This is a Brown Act violation.

Debbie Wehbe should be censured for her actions. She has used her position to unduly influence a Committee under her supervision.

Ms. Wehbe should receive further training in the Brown Act and Rosenberg's Rules of Order, as she has made it clear she does not understand these documents.

When you bring additional fields into a conversion, Quickbase often finds inconsistencies. For example, say you're converting your Companies column into its own table. One company, Acme Corporation, has offices in New York, Dallas and Portland. So, when you add the City column to the conversion, Quickbase finds three different locations for Acme. A single value in the column you're converting can only match one value in any additional field. Quickbase needs you to clean up the extra cities before it can create your new table. To do so, you have one of two choices:

  • If you want to create three separate Acme records (Acme-New York, Acme-Dallas and Acme-Portland) click the Conform link at the top of the column.
  • If the dissimilar entries are mistakes (say Acme only has one office in New York and the other locations are data-entry errors) go back into your table and correct the inconsistencies—in this case, changing all locations to New York. Then try the conversion again.
