A Grievance must be filed within 30 days from the date of the event giving rise to the Grievance. Any Grievance alleging a violation relating to Neighborhood Council funding must be filed within 90 calendar days of the date the expenditure is made.

I filed my candidate form for the board months ago. People have been elected to the board without my application being considered. When asked recently at a board meeting why I was not considered I was told by the board president that the board discussed my application at a meeting I did not attend and the board decided not to accept my application. I was never told that. When I asked other board members which meeting they made that decision not one board members I spoke to knew of any decision or vote. I asked to see the minutes of the meetings. There was no item on the agenda for a vote on my application and no discussion at any meeting.

The whole Greater Cypress park neighborhood council board are witnesses to the violation of the "Brown Act" where the board president told me my candidate application was discussed and voted for outside of the meeting since it was not on the agenda or minutes.

Please specify the exact rule and explain the facts of the alleged violation.

The Brown Act was violated because the Board President said the board had discussed my candidate application and decided not to accept it. But there was no discussion item on any agenda or any vote at a board meeting.

This is also a discrimination complaint. I am being discriminated against because of the Divine Saviour catholic church and a noise dispute I have with them. Divine Saviour Catholic Church, 90065 has a member on the board and he votes on issues about the church when he should be excusing himself. It is a conflict of interest.

Remedy

9) Initiation of de-certification process or process to declare board seats vacant.

The Brown Act must be followed.   I am allowed to speak on each agenda item.   Often I am not called upon to speak even when I have signed the request to speak. I have to it upon myself to speak up that I have signed up to speak.

All items must be discussed at board meetings. They can not be discussed between board members without the public and being on the agenda.

Members of Divine Saviour Catholic church, 90065 must excuse themselves from votes when it is a conflict of interest.
