A Grievance must be filed within 30 days from the date of the event giving rise to the Grievance.  Any Grievance alleging a violation relating to Neighborhood Council funding must be filed within 90 calendar days of the date the expenditure is made.
In order for a Neighborhood Council to change its name, it must first get the approval of either the Board of Neighborhood Commissioners (BONC) or The Department of Neighborhood Empowerment (DONE).

The Mid-Town North Hollywood Neighborhood Council obtained neither in announcing their name change at a Special Board meeting on September 7th at the Senior Citizens Center in North Hollywood through Agenda Item #10, section 4.

By naming themselves the "North Hollywood Neighborhood Council" without consulting either of the two other North Hollywood Neighborhood Councils (North Hollywood West Neighborhood Council, North Hollywood Northeast Neighborhood Council) MTNHNC makes it seem as if they are the only Neighborhood Council in North Hollywood thereby infringing on the sovereignty of the other two North Hollywood Neighborhood Councils and taking away their importance and ability to speak for themselves.

This change took place because MTNHNC "did not want to wait 90 days" for DONE to take a look at the name change, to quote their President.  

The proper channels for a name change were not followed by MTNHNC in this conscious decision to thwart and rebuke the other two North Hollywood Neighborhood Councils.

The formal name change must have already been forwarded to DONE as a part of the bylaws changes MTNHNC has put on the plate through its DONE Representative.

I ask that any such name change be swiftly canceled and any and all board members who voted for the change of name be summarily suspended.

To knowingly infringe upon the freedom and legal "breathing room" of another city entity or Neighborhood Council is an action which must be quickly punished and rebuked as it goes against not only all the rules of the Neighborhood Council system, but that of the American Constitution and Declaration of Independence as well.

In many quarters, such a decision would be considered an act of war.  

As President of the North Hollywood West Neighborhood Council, I cannot silently stand by as another Neighborhood Council in my area blatantly and consciously attempts to gain power at the mercy of the other two Neighborhood Councils in its sphere of normal contact.

MTNHNC is wrong in its willful change of name.  The name change is not done out of any attempt to bring the three North Hollywood Neighborhood Councils together, but to destroy the other two.

It clearly is what it is: A fundamentally misdirected and poorly executed attempt at domination.

Earlier in the year, I sent a number of the MTNHNC board members a number of emails stating this very fact and asking them to stop the name change.

My warnings have so far gone unheeded.

Therefore, either the Board of Neighborhood Commissioners or the Department of Neighborhood Empowerment must put its best foot forward to make MTNHNC cease and desist.

Otherwise, what is the purpose of the neighborhood council system and  its statutes.

The name change by MTNHNC has failed to follow an applicable policy of the Board of Neighborhood Commissioners and a rule or regulation promulgated by the Department of Neighborhood Empowerment.

In its blatant nerve, the roots must be cut and the stems obliterated in order for no other Neighborhood Council to think it can do what it wishes at the behest of others. 

MTNHNC is a Neighborhood Council on the decline, and with this name change would cut the legs out from under the other two North Hollywood Neighborhood Councils on the rise.

When you bring additional fields into a conversion, Quickbase often finds inconsistencies. For example, say you're converting your Companies column into its own table. One company, Acme Corporation, has offices in New York, Dallas and Portland. So, when you add the City column to the conversion, Quickbase finds three different locations for Acme. A single value in the column you're converting can only match one value in any additional field. Quickbase needs you to clean up the extra cities before it can create your new table. To do so, you have one of two choices:

  • If you want to create three separate Acme records (Acme-New York, Acme-Dallas and Acme-Portland) click the Conform link at the top of the column.
  • If the dissimilar entries are mistakes (say Acme only has one office in New York and the other locations are data-entry errors) go back into your table and correct the inconsistencies—in this case, changing all locations to New York. Then try the conversion again.
