A Grievance must be filed within 30 days from the date of the event giving rise to the Grievance.  Any Grievance alleging a violation relating to Neighborhood Council funding must be filed within 90 calendar days of the date the expenditure is made.
Los Angeles Charter and Administrative Code Article IX, Section 906 A6 guarantees that all meetings will be open and public, and permit, to the extent feasible, every stakeholder to participate in the conduct of business, deliberation and decision-making.    
Brown Act Section 54954.3 Every notice for a special meeting shall provide an opportunity for members of the public to directly address the legislative body concerning any item that has been described in the notice for the meeting before or during consideration of that item.
Sec. 906 (a) specifies that neighborhood council by-laws should:
(6) guarantee that all meetings be open and public, and permit, to the extent feasible, every stakeholder to participate in the conduct of business, deliberation and decision-making.

As such the bylaws of the Mid-Town North Hollywood Neighborhood Council (MTNHNC) specifies, in part, In ARTICLE II Purpose  that 
A. The MISSION of the Council is: 
1. to provide an inclusive and open forum for public discussion of interest to the Council … 4. to facilitate communication between the City and Community Stakeholders on issues of concern to the community and/or the Stakeholders
B. The POLICY of the Council is:
1. to respect the diversity, dignity, and expression of views of all individuals, groups, and organizations within the community and/or involved in the Council;

4. to encourage all Community Stakeholders to participate in the activities of the Council;

6. To have fair, open, and transparent procedures for the conduct of all Council business.

Article VII Committees and their Duties
Section 3D Committee meetings are subject to and shall be conducted in accordance with the dictates of the Brown Act and Robert’s Rules of Order.

I have served on the Greater Valley Glen Neighborhood Council for many years and have never seen a NC meeting or Committee meeting run where input from the stakeholders was not taken and or in fact encouraged.  We were told that we could make no comments or ask no questions, that there was no discussion.  Would have liked to have had the committee together with the stakeholders be able to ask questions.  

This is the largest development in North Hollywood and certainly stakeholders need to have the ability to voice their questions and input.  The neighborhood should not be second class citizens to the developer.

Warning and mandated training for Paul Storiale and the other committee members seated at the presentation, including Brian Allman, Mary Garcia, John Paul Green, and Ken Dorfman on the Brown act as they allowed no Public Comment either wittingly or unwittingly.  They need to understand that public comment is required on all public meeting agendized items.  If they have already taken the Brown Act training, then we are requesting that they be required to take it again due to their non-compliance with the Brown Act on 6-2-16. 
We are requesting required corrective action of the Neighborhood Council in the form of a special PLUHT meeting where the 6/2/16 agenda item 3” Laurel Grove Neighborhood Association to discuss concerns with NoHo West Project” is agendized again to allow committee and public comment and discussion consistent with the Brown Act requirements.
Requesting mediation with DONE representative present since the grievance includes actions from the current President, Mary Garcia and Vice President, Paul Storiale.
Placement of the Neighborhood Council board under control and supervision of the Department until all board members are abiding and will continue to abide by the requirements of the Brown Act as the purpose of having the Mid Town North Neighborhood Council is to represent the interests of all of its constituents and stakeholders will remain in question if the department does not step in and take control.

When you bring additional fields into a conversion, Quickbase often finds inconsistencies. For example, say you're converting your Companies column into its own table. One company, Acme Corporation, has offices in New York, Dallas and Portland. So, when you add the City column to the conversion, Quickbase finds three different locations for Acme. A single value in the column you're converting can only match one value in any additional field. Quickbase needs you to clean up the extra cities before it can create your new table. To do so, you have one of two choices:

  • If you want to create three separate Acme records (Acme-New York, Acme-Dallas and Acme-Portland) click the Conform link at the top of the column.
  • If the dissimilar entries are mistakes (say Acme only has one office in New York and the other locations are data-entry errors) go back into your table and correct the inconsistencies—in this case, changing all locations to New York. Then try the conversion again.
