A Grievance must be filed within 30 days from the date of the event giving rise to the Grievance. Any Grievance alleging a violation relating to Neighborhood Council funding must be filed within 90 calendar days of the date the expenditure is made.

On November 9th I was attending The Van Nuys Neighborhood Council during the meeting I so was in the back of the room whispering very quietly to someone. I made sure I was quiet and being disruptive to the needing, after I was finished I came back to my seat and I heart people talking. I wasn't aware at first and didn't know what happen. Can't remember who asked me if I heard what Jacob said. I said no. I was shocked that a board member can get away with bad behavior and still remain on NeIghbothood council.

The discussion was Jacob called out very loud to me in back of the room disrupting the meeting in a demonstrative voice"hay fat lady." Jacob quickly denied it, I called "that lady." Several people express he lied and heard him say " fat lady " not "that lady." Two people witnessed hearing Jacob what he said. Their names are Maria and Kathleen Padden. The whole board heard him I'm quite sure.

Neighborhood council members are suppose to be held to a higher standard than a stakeholder. Suppose to have excellent high public morale and have leadershipabilities. He's not competent enough to handle the responsibilities of the neighborhood council.

Remedy

7) Placement of the Neighborhood Council board under control and supervision of the Department.

9) Initiation of de-certification process or process to declare board seats vacant.

I feel uncomfortable with him on the board. Jacob can't control himself. He lacks ability to lead. Can't have someone like him on the board it's a big liability to the city of LA. Here's my remedy to this problem, please remove him from the board if not then a final warning to behave himself and conduct in apropriety manner according to the rule neighborhood council rules and bylaws.
