A Grievance must be filed within 30 days from the date of the event giving rise to the Grievance.  Any Grievance alleging a violation relating to Neighborhood Council funding must be filed within 90 calendar days of the date the expenditure is made.
This matter concerns two violations of the CHNC Bylaws.

Complaint 1

ARTICLE II PURPOSE
Principles of Governance - The purpose of the Council is to participate as a body on issues concerning our neighborhood and regarding the governance of the City of Los Angeles (“City”) in a transparent, inclusive, collaborative, accountable and viable manner.

Article XII of the CHNC bylaw states that the Council shall use the Rosenberg’s rules of order. 

Regarding tabling a motion, Rosenberg’s rules state;

Motion to table. This motion, if passed, requires discussion of the agenda item to be halted and the agenda item to be placed on “hold.” The motion can contain a specific time in which the item can come back to the body. “I move we table this item until our regular meeting in October.” Or the motion can contain no specific time for the return of the item, in which case a motion to take the item off the table and bring it back to the body will have to be taken at a future meeting. A motion to table an item (or to bring it back to the body) requires a simple majority vote.


On September 26th, 2016 I presented a motion to the CHNC Board.  The motion was tabled at the time, with the understanding it would be reconsidered at the next board meeting.
 
President Elivna Beck sent me an email on 10-24-2016 affirming the result of the vote.  That email, and the CHNC 9-26-2016 Minutes state:

Gayl moved to table this and to propose an amended motion next month. Seconded by Angie. Vote: 5 Yes votes by Angie, Duffy, Ferris, Gayl, Roger, 1 no from Elvina; 0 abstentions; 3 absent: Rebecca Hirsch, Christopher Lee, and Michael Popwell; Motion to table passed.

The motion was not placed on the agenda for the 10 -24-2016 meeting.

At the 10-24-2016 meeting the Board President refused to consider the matter.  

I presented a written grievance the CHNC board at that time.  The entire CHNC Board claimed not to understand the grievance process, and stated they would review the matter and contact me.  No attempt contact was made until November 28th.  The CHNC Secretary contacted me at the time.  He claimed not to have my email address.  That claim is specious.  The CHNC President clearly had my email address on 10-24-2016.

At the CHNC meeting on 11-28-2016, while presenting a second written grievance, I was informed that the CHNC bylaws regarding grievances are superseded by this procedure.  

This matter could have been easily resolved by bringing the tabled motion back for consideration and a vote.  Instead the CHNC Board refused to act and claimed to be ignorant of their own bylaws.

When you bring additional fields into a conversion, Quickbase often finds inconsistencies. For example, say you're converting your Companies column into its own table. One company, Acme Corporation, has offices in New York, Dallas and Portland. So, when you add the City column to the conversion, Quickbase finds three different locations for Acme. A single value in the column you're converting can only match one value in any additional field. Quickbase needs you to clean up the extra cities before it can create your new table. To do so, you have one of two choices:

  • If you want to create three separate Acme records (Acme-New York, Acme-Dallas and Acme-Portland) click the Conform link at the top of the column.
  • If the dissimilar entries are mistakes (say Acme only has one office in New York and the other locations are data-entry errors) go back into your table and correct the inconsistencies—in this case, changing all locations to New York. Then try the conversion again.
